NEW solar farm guidelines may be implemented "too late" for a VCAT decision expected to be made on proposed Sunraysia developments this month.

Last August, PowerVault unsuccessfully applied to Mildura Council for permits for three solar installations in Birdwoodton, Merbein and Mildura before lodging an appeal with VCAT.
