A WODONGA woman has raised defences within Charter of Human Rights after she was alleged to have been caught driving 20km/h over the speed limit on the Mallee Highway at Cowangie.

The Mildura Magistrates' Court a police officer was using a radar device on the afternoon of July 2 last year when he clocked Tracey Quinn driving at 130km/h in a 110km/h zone between Ouyen and t
