A MAN who in front of two "petrified" children allegedly threatened to cut his sister's head off while holding a knife has been refused bail before Mildura Magistrates' Court.

Detective Senior Constable Anthony Lee said last November the accused, in his late 20s, was staying at his sister's house when an argument erupted about helping out with payments.
