WE are told by many politicians that the government’s prime responsibility is keeping people safe but it seems that the federal government’s responsibility to provide proactive, effective leadership in a time of crisis has been found wanting. 

Blaming the Constitution and stating that it is primarily the responsibility of state governments is not good enough.
