The accountability around drug use must not be just confined to those on welfare. 

Drug users on welfare are easy obvious targets for politicians and they need a hand up and a hand out of the welfare cycle they live in and it is all they know and often generational.

It is too easy to have accountability for the many drug users on high incomes and in important positions in daily life.
