VICTORIA'S Planning Minister says Mildura faces a "conundrum" in dealing with planning issues relating to the Mildura older irrigation area (MOIA).

Speaking in State Parliament this week, Richard Wynne said he had a "very fruitful conversation" with Member for Mildura Ali Cupper and Mildura Council which had been "genuinely trying to find a way through the conundrum of changed circumstances".
