MOST NSW-Victorian border residents haven't forgotten the pain and anguish caused by the border closures during the COVID-19 pandemic.

While everyday life has largely returned to pre-pandemic normality, Victoria's cross-border commissioner Luke Wilson has noticed lingering effects during his border travels.
