MURRAY Valley Aboriginal Co-operative (MVAC) boss Paul O'Neill is running for a seat on Mildura Rural City Council, and he says "it's time for change".

Mr O'Neill said MRCC's laxness in recent years had inspired him to run with a focus on making sure the council is as efficient as possible in delivering basic services to ratepayers.
