MILDURA councillor Glenn Milne has labelled Victorian Premier Daniel Andrews as "pig-headed" in keeping regional areas with zero cases of coronavirus under strict lockdowns.

"It is not about not liking the Labor Party, it is about having to watch your community being destroyed for no real logical reason," he said after the State Government announced its road map back to a COVID-normal life on Sunday.
