THE border bubble along the Murray River will expand at midnight Thursday, allowing residents to take a "first step towards normalcy" after the NSW Government unveiled plans to ease restrictions.

The changes will mean the border zone in Victoria now extends down to Ouyen, out to Murrayville on the SA border, and include towns such as Manangatang.
