THE impact of a zero rate increase for 2020-21 would have serious long-term repercussions for Mildura Rural City Council, Wednesday night's special meeting of councillors was told.

In a vote of five to three, the council agreed to release the draft budget and fees and charges schedule for public submissions before a formal vote on the document.
