I REFER to Mayor Simon Clemence’s comments in the article ‘No rate cuts on the cards’ (Sunraysia Daily, May 16):

With the buffer built into the capital expenditure budget (as the ratepayers continue to point out), Mildura Council should be well able to follow the example of Ararat Council, by reducing their capital expenditure budget to give ratepayers the benefit of a rate cut.
