VICTORIA'S final 20-year "failed" and "broken" hospital privatisation experiment will come to an end on Tuesday when Mildura Base Hospital returns to public hands.

The "reclaiming" of the hospital – the state's only government-owned, privately managed hospital since October 2000 – marks a "win for democracy" after a gruelling, decade-long community fight.
