A MAN who stole four metres of freshly-laid grass intended to beautify Mildura's riverfront in a "low, scavenger act" has said he did it as a dare.

The Mildura Magistrates' Court was told Raymond Skinner was at the Mildura Splash Park with his young child about 3.40pm on November 24 last year when he rolled up the newly planted turf from a c
