IN the short 33 months of his life, Joedan Andrews was failed many times over before his death in late 2002.
His formative years were surrounded by all-night booze parties, regular drug sessions and a lot of violence, but he was probably oblivious to all that.
It was in this context that any future the toddler might have had was extinguished – and no one really knows how, or why.
No one has ever been found directly responsible over the death of little Joedan and, in all likelihood, no one ever will.
